Welcome Our New Board Members!

We are excited to welcome this new group of dedicated public-interest lawyers to our board!

Laurie Ball Cooper

Laurie Ball Cooper is the U.S. Legal Services Director at IRAP. In this role, Laurie leads IRAP’s U.S. Legal Services team, which represents refugees and other displaced people who seek protection and safety, whether through resettlement, family reunification, or other humanitarian pathways.

Prior to joining IRAP, Laurie was the legal director at Ayuda, an organization providing immigration, family, and consumer legal services, as well as social and language access services, to low-income immigrants in D.C., Virginia, and Maryland. Previously, Laurie was an attorney in the Human Rights Practice Group at Cohen, Milstein, Sellers, and Toll and the Legal Aid Society of the District of Columbia and was a Skadden Fellow at the Tahirih Justice Center and a clerk on the U.S. Court of Appeals for the Ninth Circuit for the Hon. M. Margaret McKeown.

Bryan Concepcion

Bryan is an Attorney-Advisor in the Office of General Counsel for the U.S. Department of Housing & Urban Development (HUD). There he provides legal counsel to senior officials of the Department of Housing and Urban Development related to the Government National Mortgage Association (GNMA), mortgage-backed securities, and other matters affecting GNMA. He also provides legal counsel concerning the interpretation and application of the GNMA multiclass guide as well as federal and state statutes involving financial institutions in the secondary mortgage market. 

Prior to joining HUD, Bryan was an Attorney-Advisor with the Social Security Administration. Bryan also brings large and small law firm experience to our Board.

Danielle Rowan

Danielle is a Trial Attorney in the U.S. Department of Justice’s Fraud Section of the Civil Division. In this role, she litigates some of the Civil Division’s most significant cases of civil fraud under the False Claims Act.  Prior to moving to the government, she was Counsel at Crowell & Moring, LLP. Danielle has previous experience with housing and criminal law.

Stephanie Troyer

Stephanie Troyer is the Legal Director for the Direct Legal Services Program.  Prior to her current position, she was a Supervising Attorney in Legal Aid DC’s Domestic Violence/Family Law Unit for more than a decade. Stephanie has worked on the creation of several court-based and community outreach programs, including the Child Support Resource Center (CSRC) and Family Law Assistance Network (FLAN).  She also established and managed Legal Aid’s Immigrants’ Rights Projects. Stephanie was a co-chair of the D.C. Bar’s Steering Committee for the Family Law Community and is a member of the D.C. Bar’s Judicial Evaluation Committee.

Stephanie was previously a Supervising Attorney in the Domestic Violence / Family Law Unit, where she focused on child custody, child support, paternity and domestic violence litigation. She oversaw Legal Aid DC’s participation in the Child Support Resource Center at the D.C. Superior Court, a community office providing same day advice and representation for litigants in the Paternity and Support Branch. Stephanie is co-chair of the D.C. Bar’s Steering Committee for the Family Law Section and a member of the D.C. Bar’s Judicial Evaluation Committee. She has worked on the D.C. Bar’s Family Law Task Force and the Superior Court’s Working Groups for Guardian ad Litem practice standards and Case Management Plan implementation.

Prior to joining Legal Aid DC in June 2007, Stephanie was an Assistant Public Defender in Pittsburgh, Pennsylvania. In 2009, she left Legal Aid DC for a brief stint as federal legislative counsel to a national reproductive rights organization. Stephanie was also a fellow with the Georgetown Women’s Law and Public Policy Fellowship Program.
