
Summer Forum 2025: Keynote Preview
We are excited to welcome Jamie Raskin, Representative of Maryland’s 8th Congressional District in the U.S. House of Representatives, as the keynote speaker for the 2025 Summer Forum. Rep. Raskin has embarked on a life of national public service centering the progress of all people. His advocacy efforts have prioritized promoting constitutional understanding and strong democratic values in the American legal and political system.
Rep. Raskin represents Maryland’s 8th Congressional District in the U.S. House of Representatives and was sworn into his fifth Term at the start of the 119th Congress on January 6, 2025. He was chosen by the Democratic Caucus to be the Ranking Member of the House Committee on the Judiciary in the 119th Congress. He previously served as the Ranking Member on the Oversight Committee.
After the violent insurrection at the Capitol in January 2021, then-Speaker Nancy Pelosi appointed Rep. Raskin as the lead impeachment manager in the second impeachment trial of former President Donald Trump, the fourth Member of Congress to serve as a lead presidential impeachment manager in American history. It ended in the most sweeping bipartisan vote to convict an impeached president in our history, 57-43, still short of the constitutional threshold. Rep. Raskin was subsequently appointed to serve on the bipartisan Select Committee to Investigate the January 6th Attack on the United States Capitol and led its legal and constitutional team.
Before being elected to Congress, Rep. Raskin was a three-term State Senator in Maryland, where he served as Majority Whip. He earned a reputation for building coalitions in Annapolis to deliver a series of landmark legislative accomplishments, including marriage equality, abolition of the death penalty, passage of the first Benefit Corporation law in America, and the first state law adopting the National Popular Vote Interstate Compact.
Before entering Congress, Rep. Raskin was a professor of constitutional law at American University’s Washington College of Law for more than 25 years. He has authored several books, including the Washington Post best-seller Overruling Democracy: The Supreme Court versus the American People, the acclaimed We the Students: Supreme Court Cases for and About America’s Students, and the New York Times #1 best-seller Unthinkable: Trauma, Truth and the Trials of American Democracy.
Congressman Raskin is a graduate of Harvard College and Harvard Law School and a former editor of the Harvard Law Review.
